Under the dynamic leadership of Dr. S. Ayyappan, Secretary (DARE) & Director General (ICAR) , a two days Agricultural Research & Development Conclave for Uttar Pradesh & UP Kisan-Vigyan Sangam 2012 was organized at Indian Institute of Sugarcane Research, Lucknow on November 23-24, 2012. The conclave was inaugurated by Professor R. B. Lal, Vice Chancellor, SHIATS, Allahabad and said that effective management must be adopted at every level of agriculture and technology should reach to remotest to remote area of villages. Mr Murtaza, Additional Cane commissioner was the Guest of Honour at the occasion and said that such programme will prove as milestone for betterment of agriculture and sugarcane in UP and appreciated the efforts of IISR in extending the benefits of sugarcane technology to cane growers of the state. Dr. S. Solomon, Director, IISR highlighted the importance of conclave while welcoming the guests and delegates. Prof Lal remarked that agriculture is the source of livelihood for two-third population of the Uttar Pradesh. With the huge yield gaps in the areas of agriculture and allied sectors there is immense scope for productivity enhancement by harnessing the potential of available technologies. In this the National Agricultural Research System (NARS) comprising of various research institutions under ICAR, State Agricultural Universities (SAUs) and Krishi Vigyan Kendras (KVKs) doing their bit for productivity improvement. Dr. H. Ravisankar, Director, CISH and Dr. J. K. Jena, Director, NBFGR addressed the delegates in inaugural session and presented technological solutions available for improving agriculture in UP. Dr S. H. A. Abidi Ex-Member, ASRB appreciated the joint efforts of ICAR institutes in organizing such type of programme for improving economic condition of farmers in UP.
The state has a significant bearing on the national economy contributing more than 13% of agricultural GDP of the country. The State is the largest producer of food grain and sugarcane in the country. It has a share of 26% in the total horticultural production of the country. UP ranks third in fruit production and first in potato production. It is the second largest producer of vegetables with a share of approximately 12.06% of the national production. The state being land locked with vast freshwater resources has immense potential in aquaculture sector. Thus, with a gamut of favourable factors, an integrated approach and multi-pronged strategy would go a long way in further upliftment of agriculture and allied sector in the state, making these sustainable in the long run. Dr. Solomon said that lack of marketing infrastructure, cold storage /godown for storage of additional agricultural produce, unavailability of quality inputs in time are most inflicting problems in UP due to which famers are not getting adequate income from their produce. There is need to introduce "ever green revolution" at every level in agricultural production in UP. In this context ICAR institutes and SAUs developed technologies for better production of cereals, pulses, sugarcane, fruits, flowers, fish, aquaculture, dairy etc. Unfortunately these technologies are not being adopted at large by famers as a result field productivity is stagnant at low level. Keeping in consideration these facts "Conclave" & Kisan Vigyan Sangam was organized jointly by IISR, CISH, NBFGR & CSSRI regional station at IISR premise. Programme of multi-dimension like seminar, discussion, demonstration, exhibition, gosthi, brain storming, awareness lecture, farmers' visit etc. were organized in the conclave/sangam. Demonstration and explanation to development officials and farmers on technologies developed by IISR viz., improved sugarcane variety CoLk94184, cane node technique, bud-chip method, organic cane cultivation, water saving sugarcane techniques, sugarcane machines, value added products from sugarcane juice, bio-intensive management of insect-pests and diseases were major highlight of the organization. The fresh cane juice and organic jaggery made available to the visitors was big hit on the occasion. Awareness programme on PPV & FR Act 2001 and brain storming on IPR issues and commercialization of agril. technology was also organized. From all over UP about 500-1000 development officials/scientists, 2000 farmers and 100-150 students participated in the conclave/sangam. The eminent scientists Prof. A. N. Mukhopadhyay, Dr. S. H. A. Abidi, Dr. I. S. Singh, Dr. Menhi Lal were key speakers on different topics of interest during technical sessions organized in the conclave.
