ICAR–National Bureau of Agricultural Insect Resources, Bengaluru, observed Vigilance Awareness Week 2026 today, reaffirming its commitment to integrity, transparency and accountability in public administration. The programme commenced with the administration of the integrity pledge by the employees, followed by a guest lecture by Shri Vivek Purwar, Chief Administrative Officer (SG), ICAR–National Academy of Agricultural Research Management, Hyderabad.
In his address, Shri Purwar elaborated on the theme of probity in governance, emphasising that fairness, transparency and accountability must guide every official decision and administrative action. He highlighted the role of preventive vigilance in strengthening institutional integrity and outlined the key focus areas of the Central Vigilance Commission’s (CVC) preventive vigilance initiatives for 2026. These include timely resolution of pending complaints and cases, capacity building of personnel, adoption of digital initiatives to enhance transparency, and improved contract management practices.

Drawing upon practical experiences and case studies on procurement through the Government e-Marketplace (GeM), Shri Purwar highlighted common procedural shortcomings and measures to prevent irregularities. He cautioned against the preparation or processing of backdated files and notes, stressing the importance of proper record-keeping and adherence to established procedures. He also underscored the need for fairness and impartiality in selection committees and advised officials against incorporating restrictive or brand-specific specifications in GeM tender documents that could limit competition.
Further emphasising procurement transparency, he cautioned against the fragmentation of purchases to bypass prescribed procedures and stressed the need for due diligence to avoid unnecessary rush purchases. He highlighted the importance of fair vendor selection, adequate competition, objective bid evaluation and strict compliance with procurement rules. He encouraged officials to exercise vigilance at every stage of procurement, from drafting specifications and tender documents to bid evaluation, contract award and execution, to minimise procedural errors and ensure value for public expenditure.

Dr Venkatesan, Director, ICAR-NBAIR, emphasised the importance of carefully scrutinising and rechecking official files prepared by office assistants before their submission and further processing. He noted that such checks are essential to prevent inadvertent errors, ensure accuracy, maintain procedural compliance and strengthen accountability in institutional administration.
