Dr.Trilochan Mohapatra, Secretary, DARE and DG, ICAR signed an MoU between Indian Council of Agricultural Research (ICAR), New Delhi and Afghan National Agricultural Science and Technology University (ANASTU), Kandhar, Afghanistan for cooperation in agricultural research and education here today.
ANASTU, established in February 2014 is based on the development policy of the Government in the education sector within the framework of the Ministry of Higher Education, Government of Afghanistan. ANASTU primarily focuses on three broad areas, namely Research, Education and Extension in agriculture and veterinary sciences. ANASTU envisions to eliminate the shortage of agricultural scientists and specialists in the field of agriculture in Afghanistan.
MoU envisages cooperation in the areas of academic and research programs, capacity building and academic exchange, exchange of scientists and technologists, exchange of germplasm and breeding material, exchange of scientific literature, information and methodology, exchange of scientific equipment as available and required in programme of common interest as may be mutually agreed upon and development and implementation of collaborative research projects, the areas and methodology to be as mutually agreed upon and subject to IPR clause in Article.
Cooperation shall be implemented by the following actions:
- Establishment of mutual relation between the scientific and technical divisions of the organizations of the respective Parties;
- creation of facilities for exchange of scientific, technologies and experts and their proper placement
This MoU will be implemented through biennial Work Plans to be developed jointly. A Joint Working Group will be set up with representatives from both Parties.
