The project ‘E-publishing and Knowledge System in Agricultural Research’ is expected to provide crucial information for accelerated and sustainable transformation of Indian agriculture through print and electronic mode. The objective is to provide improved communication link among information generators, i.e. public research organizations, and its users, viz. researchers, farmers’ groups, Panchayati Raj Institutions, private sectors and other stakeholders, for poverty alleviation and income generation.
The access to scientific and technical information is essential for economic and social development. The research results are mainly communicated and validated through publications in scientific journals. ICAR periodicals play an important role in increasing public awareness about the agriculture scenario by communicating national agricultural information on regional problems with international implications in English and national language. They also help in development of local capacity in editorship, publishing and writing. However, there is need to increase their credibility to promote research on local problems and increase usage of science in decision making. Also, there is an urgent need for a platform where ICAR periodicals can be hosted, to give them better international visibility. The ICAR periodicals fulfill all the requirements of international standards, but mainly face a drawback of limited visibility and the solution is e-publishing, coupled with online access.
Electronic publishing holds immense potential for the agricultural research information dissemination. The advantages include improved global as well as national reach, speed of publication, available search services, rapid access and additional capabilities. This project will strengthen the ability of the ICAR to act as a catalyzing agent for rapid transformation of Indian agricultural research system by strengthening the research information dissemination process
