Reinforcing its commitment to strengthening institutional governance through capacity building, the ICAR–Central Inland Fisheries Research Institute, Barrackpore, has commenced the Phase-II Training Programme for Newly Joined Assistants (Reserve Panel), with the institute serving as the designated Nodal Centre for the programme.The programme is being conducted under the overall guidance of Dr Pradip Dey, Director (Addl Charge), ICAR-CIFRI.
Inaugurating the training programme, Dr Dey underscored the critical role of the administrative workforce in strengthening institutional governance and supporting the nation's agricultural research system. He stated that a competent, committed and proactive administrative cadre is the backbone of every successful research organization and a key driver of organizational efficiency and excellence.
"The efficiency, transparency and credibility of any research organization rest on a strong administrative foundation. This training programme is designed to equip our newly recruited Assistants with the professional competence, ethical values and practical skills required to contribute effectively to the ICAR system. Continuous learning, integrity and dedication to public service are essential for meeting the evolving demands of modern governance," he remarked.
Dr Dey further called upon the participants to embrace a paradigm shift from a rule-based to a role-based approach, fostering greater ownership and accountability in their work. He also urged them to move from a communication-centric mindset to a connect-oriented approach, emphasizing collaboration, empathy and stakeholder engagement as hallmarks of effective public administration.
Shri G.P. Sharma, Former Joint Secretary (Finance), ICAR, emphasized that integrity, financial discipline, and sound knowledge of Government rules are the cornerstones of efficient public administration.
Participants from ICAR-CIFRI, ICAR-CRIJAF (Barrackpore), ICAR-IIAB (Ranchi), ICAR-NRC on Litchi (Muzaffarpur), ICAR-IARI (Hazaribag), ICAR-NISA (Ranchi), and ICAR-CRRI (Cuttack) are attending the intensive training programme.
The comprehensive training curriculum encompasses critical aspects of government administration, including office procedures, establishment matters, financial management, General Financial Rules (GFR), procurement, service rules, vigilance, and e-Office operations. Eminent experts and senior officers from various ICAR institutes are conducting interactive sessions, case-study discussions, and hands-on demonstrations to familiarize participants with contemporary administrative practices and digital governance.
Beyond technical learning, the programme provides an excellent platform for young professionals to exchange ideas, share institutional experiences, and foster a collaborative administrative network across the ICAR system.
The initiative reflects ICAR's sustained focus on human resource development and institutional capacity building, ensuring that newly inducted assistants are well-equipped to deliver efficient, transparent, and citizen-centric administrative services. The programme is expected to significantly enhance administrative professionalism and contribute to the effective functioning of ICAR institutions nationwide.
