Modernization of Agricultural University Farms Emphasized

Dr. Mangala Rai, Agriculture Advisor to Chief Minister of Bihar and former Secretary, DARE and Director General, ICAR, chaired the two-day review meeting of the sub-scheme “Modernization of Agricultural University Farms” held on April 17-18, 2012 at NASC Complex, New Delhi. Recalling the genesis of the scheme during the Vice-Chancellors’ Conference at Govind Ballabh Pant University of Agriculture and Technology, Pantnagar, Dr Rai said that the scheme has strengthened the farm structure and facilities to appreciable extent which will augment the capacities of universities for human resource development, research and demonstration. He added that still a lot more improvement in farms is needed, and invited the participants to share their experiences and lessons learnt.

In his opening remarks, Dr. S. Ayyappan, Secretary, DARE and Director General, ICAR welcomed the chairman and members of the review committee and expressed gratitude for agreeing to review the scheme. He informed that the scheme is an initiative of Dr. Mangala Rai who realized the great need of renovation of university farms. He mentioned that direct apparent benefits of the scheme in terms of monetary and quality gains are yet to be visible at many places, but the physical benefits to farms are now quite obvious. He requested the participants to provide specific inputs for the second phase of the scheme for continuation in the XII plan.

Earlier, Dr. Arvind Kumar, Deputy Director General (Education) said that the scheme has remarkably improved the infrastructure facilities in farms and needs to be continued in the XII plan. He however, suggested that the universities should have greater advanced planning for harnessing the maximum benefits from implementation of the scheme. In the beginning, Dr. R. K. Mittal, Assistant Director General (EQR) informed that the scheme has been implemented for over a period of three years (2008-09 to 2010-11) for enhancing research and educational capabilities of agricultural universities through support for farm equipments and implements, and up-gradation/renovation of civil infrastructure.

The members of the review committee Dr. P.L. Gautam, Chairperson, PPV&FRA, New Delhi; Dr. M.P. Yadav, Ex-VC, SBVPUAT, Meerut; Dr. Brahma Singh, Advisor, World Noni Research Foundation, Chennai and Dr. Anwar Alam, Ex-VC, SKUAST, Srinagar and the DDGs and National Director, NAIP also expressed their views during the meeting.

Representatives of 48 agricultural universities participated in the meeting and presented progress reports.
